The Deputy Traffic Commissioner decided:

Upon adverse findings Ibrahim Mahmoud is no longer of good repute and is no longer of appropriate financial standing pursuant to sections 17(3)(d), 14ZB(a) and 14ZB(b) of the Public Passenger Vehicles Act 1981;

And upon further adverse findings pursuant to section 17(3)(aa) breach of undertakings, section 17(3)(b) breach of conditions, section 17(3)(e) material change and also that there is no longer a qualifying main occupation pursuant to section 13(3)(b), the Restricted Public Service Vehicle Operator Licence of Ibrahim Mahmoud is revoked with effect from 23.59 hours on 16 November 2022 pursuant to section 17(2)(a).
