DECISION
The Applicant, having satisfied me to the civil standard of proof:

that at the time the vehicle was detained the Applicant was the owner of the vehicle, but having failed to satisfy me

that, although at the time the vehicle was detained it was being operated unlawfully, the Applicant was unaware of this fact,
the application for the release of vehicle Y100 ADA, is refused.
