The commission considered an application from Crawley Model Railway Society for registration as a charity. The commission concluded that the organisation does not provide sufficient education or benefit to the public to be registered as a charity.

This decision is significant because the commission needed to consider the ‘poise’ of an organisation to determine whether it is capable of advancing education for the public benefit or is essentially promoting a hobby for the enjoyment of its members.
