The Minister of State for Care (‘the Minister of State’), in exercise of the powers conferred by section 31 of the Local Government Act 2003, makes the following determination.
Citation
This determination may be cited as the Revenue grant determination (non-ringfenced) - Care Quality Commission local authority assessment s31 funding (2026): (no 31/8322).
Purpose of the grant
The purpose of this non-repeating grant is to provide support to local authorities in England towards expenditure lawfully incurred or to be incurred by the costs associated with ongoing Care Quality Commission (CQC) local authority assessment activity. This includes the time and resource needed for local authorities to familiarise themselves with and effectively engage in the assessment process. This grant is worth £4.1 million.
Determination
The Minister of State determines:
- the authorities to which the grant is to be paid
- the amount of grant to be paid
The authorities and the amounts are set out in annex A.
Treasury consent
Before making this determination in relation to local authorities in England, the Minister of State obtained the consent of the Treasury.

Annex A: grant allocations 2025 to 2026
Methodology
Recognising that CQC’s assessment activity is risk-based and local authorities can expect an assessment at any time, this grant is being allocated on a flat cash basis as a way of ensuring local authorities are sufficiently resourced for ongoing CQC monitoring.
