This circular updates DfT circular 1/2002 to take account of the shift of day-to-day administrative responsibilities for implementing public safety zone (PSZ) policy from the Department for Transport to the Civil Aviation Authority (CAA). The PSZ policy itself and the guidance to local planning authorities contained in the annex to this circular remain the same.
