Classification review of public bodies: outcome report

This report summarises the issues relating to the current classification system of public bodies and recommends measures to improve it.

The report endorses the guiding principle that the classification of a public body should be determined by the degree of freedom it requires. It also recommends changes to the current framework.

Any new bodies should be set up within this framework and, where necessary, existing bodies will adapt to it over time. The report also recommends ways to accelerate this change.

New guidance has been published to ensure that these changes are applied consistently.
