16 December 2020 – HPCDS Services from 1 March 2021 procurement process opens

A new tender opportunity has opened for the Leeds Housing Possession Court Duty Scheme.

The deadline for submitting a tender for this procurement process is 5pm 19 January 2021.

LAA is inviting Applicants to submit a Tender for an Exclusive Schedule under a 2013 Standard Civil Contract (as amended) (“HPCDS Contract or Contract”) to deliver the Leeds Housing Possession Court Duty Scheme (HPCDS)

The LAA is offering one Contract for this HPCDS.

This opportunity is open to all 2018 Standard Civil Contract holders currently delivering housing and debt services, and is not limited to current HPCDS providers.

The Deadline for submitting a Tender for this procurement processes is 5pm on 19 January 2021 (“Deadline”).

Further information on this procurement process, including the requirements Applicants will need to meet, can be found in the relevant Information for Applicants (IFA) document in the ‘documents’ section above.

All tenders must be submitted using the e-Tendering system, accessed either through a link on the tender pages of the LAA website or directly at: https://legalaid.bravosolution.co.uk.

22 September 2020 – Housing and Debt Services from 1 December 2020 Procurement process opens

A new tender opportunity for Housing and Debt services has opened. The deadline for submitting tenders is 5pm on 22 October 2020.

The Legal Aid Agency (“LAA”) is inviting Applicants to submit a Tender to deliver services in:

  1. Bury
  2. Calderdale
  3. City of Kingston upon Hull
  4. Dorset
  5. Doncaster
  6. East Riding of Yorkshire
  7. Hartlepool
  8. Leicestershire and Rutland
  9. North Hertfordshire
  10. Shropshire
  11. Somerset
  12. South Tyneside
  13. Warrington and Halton
  14. Wigan
  15. Wirral

The LAA is seeking to award Housing and Debt Contracts in these Procurement Areas to Applicants who fall within either of the following two circumstances:

Route One

Applicants who already hold a 2018 Standard Civil Contract and meet the full minimum requirements to hold authorisation in the Housing and Debt Category of Law, including employing a Full Time Equivalent (FTE) Supervisor who meets the Housing and Debt Supervisor Standard.

Route Two

Applicants who currently hold authorisation to deliver Family, Community Care or Mental Health Contract Work and who are able to meet the Exceptional Circumstances Housing and Debt Supervisor Standard.

The LAA has created the Exceptional Circumstances Supervisor Standard in the Housing and Debt Categories, with the aim of enabling individuals to develop their experience and work towards meeting the supervisor requirements in full.

For applicants bidding via route 2 we are varying some of the supervision requirements to enable current FTE Supervisors in the Family, Community Care or Mental Health Categories of Law to also supervise Housing and Debt contract work awarded under this procurement process.

The Deadline for submitting Tenders is 5pm on 22 October 2020.

18 August 2020 - HPCDS Expressions of Interest process opens

An expression of interest process has opened today to deliver services in 3 Housing Possession Court Duty Scheme areas and closes 9am on 25 August 2020.

Expressions of interest are welcome to deliver Housing Possession Court Scheme (HPCDS) services in:

  • Bodmin and Truro
  • Southampton
  • Telford

We are inviting expressions of interest from current HPCDS providers and current providers of Housing and Debt Contract Work.

Length of contracts

Contracts will be offered from the date organisations confirm they are able to begin work until 30 September 2021. This is subject to the LAA’s right to extend for up to a further 12 months.

23 July 2020 - HPCDS Services from 24 August 2020 Procurement process opens

A new tender opportunity for HPCDS services has opened. The deadline for submitting tenders is 9am 10 August 2020.

The LAA is inviting Applicants to submit a Tender for an Exclusive Schedule under a 2013 Standard Civil Contract (as amended) (“HPCDS Contract or Contract”) to deliver services at the following HPCDS:

  • Birkenhead
  • Bodmin and Truro
  • Boston and Lincoln
  • Bury St Edmunds
  • Norwich, Kings Lynn and Great Yarmouth
  • Southampton
  • Telford

The LAA is offering one Contract for each of the HPCDS listed above.

This opportunity is open to all 2018 Standard Civil Contract holders currently delivering housing and debt services, and is not limited to current HPCDS providers.

In response to COVID-19, on 27 March 2020 the court service suspended all ongoing housing possession action. When the suspension ends on 23 August 2020 we expect that most courts will utilise both face to face and remote methods to hear cases to a varying extent. Applicants must therefore be able to deliver HPCDS services both remotely and face to face at court in order to meet the individual circumstances of the court and/or client.

The Deadline for submitting Tenders is 9am on 10 August 2020 (“Deadline”).

We are consulting with the Consultative Bodies on contract changes to enable providers to deliver HPCDS Contract work remotely as well as face to face. When the amended contract is available it will be published on the Standard Civil Contract pages.
