14 December 2022 - Housing and Debt Services and HPCDS Services from February 2023 procurement processes open

We are inviting tenders to deliver housing and debt contract work from 1 February 2023 until 31 August 2024 in the West Sussex procurement area.

The opportunity to deliver housing and debt services is open to any organisation that can meet the minimum tender requirements. An organisation does not need to be a current legal aid provider to tender for this opportunity.

We would like organisations to deliver work from 1 February 2023 where possible. But organisations unable to start on 1 February 2023 will be able to tender to start delivering work from a later date.

There is no limit to the number of contracts that can be awarded to deliver housing and debt services in a procurement area.

Applicants can bid to deliver housing and debt services in a procurement area through an office that is either a:

  • permanent presence in the procurement area, or
  • part-time presence in the procurement area

We are also inviting tenders to deliver services in the following Housing Possession Court Duty Scheme (HPCDS) areas from 1 February 2023 until 31 October 2023:

  1. Horsham and Worthing
  2. Liverpool

Services will start on 1 February 2023. However, organisations unable to deliver work from on 1 February can tender to start delivering work from a later date.

Organisations may bid for housing and debt contract work and/or HPCDS contract work through this procurement process. They are not required to bid for both housing and debt and HPCDS.

However, organisations bidding for an HPCDS contract must hold, or successfully bid for as part of this procurement process, a 2018 Standard Civil Contract. This needs to include authorisation in the housing and debt categories of law.

The Legal Aid Agency (LAA) is seeking to award one contract for each of the HPCDS areas listed above.

We have today issued an amendment notice to the HPCDS Services in England and Wales from 19 December 2022 Information For Applicants (‘IFA’).

Applicants are required to refer to IFA Version 2 when preparing their Tender.

9 November 2022 – HPCDS Services from 19 December procurement process opens

A new procurement opportunity has opened for the Dartford Housing Possession Court Duty Scheme.

The deadline for the submission of tenders under this procurement process is 5pm on 30 November 2022

The LAA is inviting Applicants to submit a Tender for an Exclusive Schedule under a 2013 Standard Civil Contract (as amended) (“HPCDS Contract or Contract”) to deliver the Dartford Housing Possession Court Duty Scheme (HPCDS).

The LAA is offering one Contract for this HPCDS.

This opportunity is open to all 2018 Standard Civil Contract holders currently delivering housing and debt services and is not limited to current HPCDS providers.

  3. Shropshire
  4. Staffordshire
  5. South Tyneside
  6. Wigan

27 July 2022 - Housing and Debt Services and HPCDS Services from Autumn 2022 procurement processes open

A new tender opportunity has opened for Housing and Debt services in 7 areas and HPCDS services in 5 areas.

The deadline for submitting tenders for this procurement process is 5pm 17 August 2022.

The Legal Aid Agency (“LAA”) is inviting Applicants to submit a Tender to deliver Housing and Debt services in the following procurement areas:

  1. City of Kingston upon Hull
  2. Cheshire
  3. Shropshire
  4. Staffordshire
  5. South East Wales
  6. South Tyneside
  7. Wigan

The opportunity to deliver publicly funded civil legal aid services under a 2018 Standard Civil Contract in the Housing and Debt Categories of Law is open to any interested party that can meet the minimum tender requirements. An organisation does not need to be a current Legal Aid provider to tender for this opportunity. There is no limit to the number of providers that may be successful in applying to deliver Housing and Debt services in these procurement areas.

Applicants can bid to deliver Housing & Debt Services in a procurement area through either:

  • an Office that is a permanent presence in the procurement area; or
  • an Office that is a part-time presence in the procurement area

The LAA is also inviting tenders to deliver HPCDS services in:-

  1. Crewe
  2. Hull
  3. Stafford
  4. Walsall
  5. Wigan

The opportunity to Tender for an Exclusive Schedule under a 2013 Standard Civil Contract (as amended) (“HPCDS Contract or Contract”) to deliver HPCDS services is open to any organisation that holds, or successfully bids for as part of this procurement process, a 2018 Standard Civil Contract with authorisation in the Housing and Debt Categories of Law.

When awarding HPCDS contracts preference will be given to organisations who have recent and relevant experience of delivering HPCDS services, have an Office in the corresponding Housing and Debt Procurement Area and can commence delivering services from the contract start date. We intend to award a contract for each HPCDS listed above to a single provider.

HPCDS contracts will start from 12 September 2022 (or the date from which organisations confirm they are able to begin work) and run until 30 September 2023, with the exception of Wigan HPCDS which will start from 1 October 2022 (or the date from which organisations confirm they are able to being work). Housing and Debt Contracts will start from 12 September 2022 (or the date from which organisations confirm they are able to begin work) and run until 30 August 2023.

24 March 2022 – Detained Duty Advice Scheme services at Derwentside Immigration Removal Centre procurement process opens

We have today opened a procurement opportunity to deliver Detained Duty Advice Scheme (DDAS) contract work face to face at Derwentside Immigration Removal Centre (IRC) from 1 July 2022.

Tenders are welcome from organisations who can meet the tender requirements, and either:

  • hold a 2018 Standard Civil Contract with authorisation to carry out immigration and asylum work, or
  • successfully bid for a 2018 Standard Civil Contract as part of this procurement process

Organisations solely regulated by OISC may not be eligible to bid as they may not be able to meet all the tender requirements.

A revised Supervisor Standard has been introduced for this procurement process to ensure the quality of advice provided. This requires supervisors to provide additional case examples of common elements of work encountered at IRCs.

The deadline for the submission of tenders under this procurement process is 12 noon 25 April 2022.

To submit a complete tender under this process organisations must submit a response to both:

  • The Selection Questionnaire (SQ); and
  • The Invitation To Tender (ITT).

Expressions of interest are welcome from organisations currently delivering housing and debt work to deliver services starting as soon as possible in 3 HPCDS areas:

  • Crewe
  • Hull
  • Walsall

We are also inviting expressions of interest for the following HPCDS areas from 1 April 2022

  • Bath, Bristol
  • Lancaster
  • Stafford

This is for the delivery of HPCDS services until 30 September 2022. This opportunity is open to all 2018 Standard Civil Contract holders currently delivering housing and debt services and is not limited to current HPCDS providers.

Housing and Debt work

We are also inviting expressions of interest to deliver housing and debt contract work in the following procurement areas until 31 August 2022:

This opportunity is open to all holders of the 2018 Standard Civil Contract and is not limited to current housing and debt providers.
