We measure engagement in the agency by inviting staff to participate in the annual Civil Service People Survey every October. It contains a generic set of questions and in 2013 was used by 98 organisations across the Civil Service.

The people survey is the ‘Employee Engagement Index’. This is a measure of how engaged employees are with the organisation and their work. There is a clear link between highly-engaged staff, high levels of health and well-being with organisational performance, so this is an indicator we take seriously. Following a year of major change, we had a 71% response rate to the 2013 survey and our employee engagement index was calculated at 59%. This is two percentage points down on the previous year and one per cent above the Civil Service average.
