The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 involving substantial change to a permit from Essar Oil (UK) Limited.

The installation processes crude oil in a refinery with the primary activity being:

  • Section 1.2 Part A(1)(d) – Refining mineral oil (cracking, secondary processes and distillation).

This application relates to the proposed solution for Essar Oil UK’s derogation to BAT 34. To address BAT 34, the main crude distillation furnaces will be replaced with a new furnace, which will incorporate low-NOx burners. This will enable the emission limit values stipulated for NOx in the BAT conclusions to be met.

This variation also includes a request for an extension of an existing time limited derogation from BAT Conclusion 34 of the Refining of Mineral Oil and Gas BAT conclusions, subject to the conditions and controls specified in the permit. BAT Conclusion 34 specifies the techniques to be implemented in order reduce NOx emissions to air from a gas fired combustion unit.
