The Carriage of Dangerous Goods and use Transportable Pressure Equipment Regulations 2009

Applicable to carriage by road only

This authorisation is given in accordance with Regulation 12 of the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (as amended) (CDG 2009).

Purpose

Special provision 662 in ADR 2015 permits, under certain conditions, the carriage of cylinders not conforming to the provisions of ADR Chapter 6.2, which are used exclusively on board a ship or aircraft for the purposes of filling, inspection and subsequent return.

This authorisation is to permit the carriage of such cylinders for replacement or new installation in or on a ship or aircraft subject to the alternative carriage provisions given below.

Time limit

This authorisation shall come into effect on 23 February 2015 and shall remain in force until 30 June 2025 unless otherwise revised or revoked.

Alternative carriage provisions

  1. The cylinders shall be carried with valve protection in conformity with ADR 4.1.6.8
  2. The cylinders shall be marked and labeled in accordance with ADR 5.2.1 and 5.2.2
  3. All the relevant filling requirements of packing instruction P200 of 4.1.4.1 shall be complied with.
  4. Cylinders shall comply with the relevant provisions of the International Maritime Dangerous Goods Code (IMDG) or the International Civil Aviation Authority Technical Instructions as appropriate (including cylinders approved by other competent or national authorities appropriate to their end-use destination).
  5. The consignor shall ensure that a risk assessment has been carried out for all aspects of the transport operation and that any risks are properly mitigated.
  6. Cylinders for the EU, EEA, and EFTA markets shall be manufactured and certified in compliance with Directive 97/23/EC or, when implemented in GB legislation, Directive 2014/68/EU. Cylinders for export outside of the European market shall comply with relevant provisions of the country or state of the ship or aircraft but 4 above shall always apply.
  7. This authorisation is for carriage in Great Britain only.
  8. A copy of this authorisation shall accompany the carriage operation.
