Following the cross-government Homelessness Strategy (published December 2025), The Department for Education (DfE) and the Ministry of Housing, Communities and Local Government (MHCLG) have developed this Action Plan to reduce the proportion of care leavers experiencing homelessness.
The Action Plan is centred around 2 targets to be achieved by the end of this Parliament:
- to ensure that no young person becomes homeless when leaving care
- to halve the proportion of care leavers under 25 experiencing homelessness
The Action Plan:
- recognises that care leavers are at greater risk of homelessness than their peers
- sets out measures to help them access safe, stable accommodation and the support needed to transition successfully into adulthood
It emphasises early intervention, stronger collaboration between housing and children’s services, and practical support to help care leavers sustain tenancies, and achieve positive long-term outcomes.
These measures will strengthen homelessness prevention and improve housing outcomes for care leavers.
