This research was commissioned by the Department for Business, Energy and Industrial Strategy (BEIS) to develop our evidence base on business competitiveness in industrial sectors, and the role of carbon pricing policy in influencing this.

This research provides:

  • a definition of business competitiveness

  • a conceptual framework for understanding the determinants of competitiveness (through which the role of carbon pricing policy can be understood)

  • an approach for high-level analysis of a sector’s competitiveness
