Details

This guidance provided background information ahead of the bus reform workshops which were designed to help shape a ‘buses bill’ for parliament. The guidance set out some initial ideas and issues on:

  • the way the devolved franchises may work in practice
  • associated improvements that could be made to the existing legislative framework
  • updates on a number of wider bus policies

The guidance did not seek to set out specific consultation proposals or seek to limit discussion of other options.

Bus reform workshops were made following devolution deals with Greater Manchester and Cornwall and we are committed to providing the powers necessary to franchise their bus services. Workshops took place in 5 locations across the country in September and October 2015.

The summary document provides a brief summary of the discussion points that were raised at the workshops, and in the email comments submitted following the workshops.
