This report sets out the Building Control Independent Panel’s findings and recommendations to government, considering recommendations 22 and 23 of the Grenfell Tower Inquiry final report. Those recommendations asked for an independent panel to consider whether to remove commercial interest from building control and move to a national authority model.
The report finds that the building control system faces longstanding challenges, including fragmentation, conflicts of interest, uneven capacity and inconsistent oversight, despite the professionalism and commitment of those working within it. It sets out principles for reform, alongside recommendations for action in the near term and options for longer-term fundamental reform.
The Panel’s membership was published in April 2025, followed by the Terms of Reference in June 2025 which set out the scope of the Panel’s work. In July 2025 the Panel published an independent problem statement and a public call for evidence. Between April 2025 and March 2026, the Panel met monthly to consider evidence, test emerging findings and develop recommendations against the requirements of the Terms of Reference.
The Panel submitted their final report to government in March 2026. The government has considered the report and has published an initial response alongside this publication.
