The Grenfell Tower Inquiry final report recommended that an independent panel was set up to consider recommendations 22 and 23. Those recommendations asked the panel to consider whether to remove commercial interest from building control and move to a national authority model.
The Terms of Reference published on 13 June 2025 by government outline the scope of that work. The problem statement outlines the challenges facing the building control sector overall and sets outs the intention to work with stakeholders and the building control profession to consider the questions raised by the Inquiry.
The statement will shortly be supported by a call for evidence, inviting responses from representative organisations/professions and individuals. This will be published before the end of July and will provide a calendar month for responses.
The panel have been asked to submit a review to government later this year. The government will consider recommendations and respond early in 2026.
