The evaluation study sought to answer four main questions:

  • whether the EIP was needed and continues to be needed;
  • whether the selection of projects for the EIP makes best use of the fund’s potential;
  • whether the projects funded contribute to achieving the BASE programme objectives;
  • whether the projects funded attain their targets.
