The BASEE programme offered up to £6 million of funding for innovative solutions that reduce transaction costs through economies of scale through harmonised and simple practices to encourage the take up of energy efficiency by SMEs.

The competition aimed to address some of the key market failures faced by SMEs, such as:

  • lack of economies of scale
  • high upfront capital costs
  • high transaction costs
  • difficulty accessing finance

An external independent contractor carried out the evaluation, culminating in a report covering key evaluation findings.

The evaluation explored the effectiveness of the programme in:

  • encouraging SMEs to take up energy efficiency solutions
  • stimulating the energy efficiency supply chain
  • encouraging lenders to provide finance for energy efficiency projects
