This report is compiled jointly by the Office for National Statistics and the University of the West of England, for the Low Pay Commission.

It investigates the behaviour of employers and the impressions of employees concerning the National Minimum Wage (NMW). Particularly, the research concentrates on how the NMW is related to personal characteristics like ethnicity and education.

The report makes several recommendations and notes that the maintenance of the development rate at £4.98 will provide a natural experiment in 2013.
