These explanatory notes explain why private sector vehicle testing was introduced for lorries and buses by DVSA through ATFs and the ATF contract.
The introduction of ATFs has allowed DVSA to move testing close to where vehicles are maintained and repaired offering greater customer choice and flexibility.
DVSA has temporarily stopped accepting applications to set up new ATFs.
