1. Annex 1C ‘smart’ seals and Kitas 4 sender unit

EC legislation will come into force for annex 1C ‘smart’ tachographs on 15 June 2019. All vehicles first registered from this date must have an annex 1C tachograph installed with the relevant Kitas 4 sender unit and the new type seals.

From 15 June 2019 all 1B tachograph periodic inspections must also use the new type seals to ensure compliance. The aim of this is that after a maximum of 2 years all annex 1B tachographs will be subject to the new sealing requirements.

The new 1C type seals are now classed as ‘accountable documents’ and should be secured accordingly. Sufficient seals may be brought out from the main safe to cover that day’s work only, and these must be secured during the day awaiting final use.

Any unused seals must be returned to the main secure facility.

The regulations do not apply to analogue tachographs.

2. Compulsory nominated technicians (NT) training update

The 1C uplift training has already started to be delivered to NTs.

Once a suitable course is undertaken, the approved tachograph centres (ATCs) designated manager must ensure that the Driver and Vehicle Standards Agency (DVSA) Tachograph Section receives a copy of the training certificate, preferably by email to tachosection@DVSA.gov.uk.

If an NT does not attend their required 1C course then their tachograph training certificate will expire on 1 July 2019, regardless of the stated date on their certificate. If this occurs, they will no longer be permitted to undertake any installation, calibration or repair work covered by the approved tachograph centre manual (ATCM), until they have passed a full approved initial training course. There will be no exceptions to this rule.

It is the responsibility of both the ATC and the NT to ensure the needed training has been undertaken. Any installation, calibration or tachograph work undertaken on tachographs without the required training having been passed, will result in disciplinary action being taken against both the ATC and NT, up to and including the withdrawal of authorisation and disqualification from the scheme.

3. Annex 1C authorised tachograph centres

In order to upgrade to Annex 1C standard, ATCs must have the correct authorised equipment and software.

Download the GV207 application form from GOV.UK, fill it in and send it to DVSA.

Once received and found to be in order DVSA Tachograph Section will approve the ATC for Annex 1C work. An updated GV209-1C certificate will be issued which must replace the GV209 certificate in the relevant display area.

It is the responsibility of the ATC and the NT to ensure all installation, calibration or tachograph work undertaken on Annex 1C ‘Smart’ tachographs is only undertaken following the receipt of a GV209-1C certificate from DVSA.

If such work is undertaken without the ATC being properly authorised this will result in disciplinary action being taken against both the ATC and NT, up to and including the withdrawal of authorisation and disqualification from the scheme.

4. DVSA approved training providers and training modules
