This letter sets out the new approval process to be followed when making a termination payment to very senior managers (VSMs) employed by primary care trusts (PCTs).  It clarifies the process for all VSMs employed by strategic health authorities and PCTs.

For the purposes of the letter VSMs are defined as all those who remain on the VSM pay framework regardless of whether they report directly to the (cluster) chief executive or not. The process for making severance payments to very senior managers in strategic health authorities and primary care trusts should be read in conjunction with letters dated 1 November 2007:
