Responsibility for this guidance moved to the Department for Work and Pensions on 1 April 2026. You should continue to follow this guidance.
This guidance is for grant funded public bodies and contract funded private or charitable organisations in receipt of non-devolved funding from the adult skills fund (ASF).
It may also be of interest to all current and future devolved authorities.
As the adult education budget has transitioned to the ASF, this guidance explains the principles behind the policy decisions so that providers better understand the government’s intention.
