1. Introduction and purpose of the document
The flow charts below set out the options available to a learner who wishes to enrol on a level 3 qualification funded by ESFA. The charts are supplementary to the adult skills fund (ASF) funding rules and advanced learner loans (ALL) rules. These documents contain full details of each policy.

3.1 Chart 1: 19 to 23-year-olds
Step 1: learner is below earnings threshold
If no, go to achieved full level 3 qualification
Step 2: achieved full level 3 qualification
If yes
- learner may consider an advanced learner loan
If no, go to Full level 3 delivered as part of the legal entitlement
- learner would be fully funded
or
Step 1: learner is below earnings threshold
If yes go to qualification is on the legal entitlement list
Step 2: qualification is on the legal entitlement list
- if yes then the learner would be fully funded
if no go to qualification is on the level 3 free courses for jobs (FCFJ) offer
- learner would be fully funded
3.2 Chart 2: 24+
Step 1: learner is below earnings threshold
If no, go to achieved full level 3 qualification
- learner may consider an advanced learner loan
If yes, go to level 3 free courses for jobs (FCFJ) offer
- learner would be fully funded
