This report covers all 29 projects which received funding from the Life Chances Fund (LCF). It is a project-level evaluation, which studies projects’ characteristics and performance focusing on outcome achievements and payments. 

The LCF ran from 2016 to 2025 as a locally-led Social Outcomes Partnerships (SOP) fund to tackle entrenched social issues across England. The LCF contributed to SOP projects through payments by results contracts. These contracts involved social investors and were locally commissioned. DCMS worked with the Government Outcomes Lab (GO Lab) to evaluate the LCF and the use of SOPs in local commissioning.

This report studies project characteristics, the LCF application process, and project performance across the portfolio. This report follows the LCF introductory primary evaluation report, which focused on the LCF projects’ application process and early COVID-19 adaptations, and the LCF intermediate data release, which presented the analysis from a longitudinal survey of LCF providers, commissioners, social investors and intermediaries.

This final report aims to describe the performance of the LCF projects in terms of outcomes achievements and payments and is accompanied by a separate analysis of a longitudinal survey of LCF providers and commissioners
