About the methodology report
The IPCC Panel at its 60th Session, in Istanbul, Türkiye (January 2024), requested the Task Force on National Greenhouse Gas Inventories (TFI) to develop a ‘Methodology Report on Carbon Dioxide Removal Technologies, Carbon Capture Utilization and Storage’, the details and scope of which have recently been agreed in the 63rd Plenary in Lima, Peru (27 to 30 of October, 2025; see Decision IPCC-LXIII-6 for further details).
The terms of reference for the production of this methodology report are contained in Annex 1 to this decision, and the table of contents of this methodology report is contained in Annex 2 to this decision.
The aim of the new methodology report is to provide an updated scientific basis for supporting the preparation and continuous improvement of national greenhouse gas inventories in relation to estimation and reporting of carbon dioxide removal technologies, carbon capture, utilization and storage.
Nomination process
All IPCC member governments, including the United Kingdom, have been invited to nominate Coordinating Lead Authors, Lead Authors, and Expert Reviewers to produce the methodology report. The TFI Bureau will then select the final authors and reviewers from these nominations. The composition of the group of Coordinating Lead Authors and Lead Authors for each chapter shall aim to reflect:
- the range of scientific, technical and socio-economic views and expertise, including experts from academia and practitioners and policymakers
- geographic representation (ensuring appropriate representation of experts from developing and developed countries and countries with economies in transition)
- a mixture of experts with and without previous experience in IPCC
- gender balance
The UK is committed to diversity and inclusion in the IPCC process. We encourage and value the nomination of experts from groups, including, but not limited to, women and non-binary people, the LGBTQ+ community, ethnic minorities, and people with disabilities. We welcome all applications from experts currently affiliated with UK institutions and ask that experts based outside the UK contact the National Focal Point of their host country in the first instance, which can be found on the IPCC website.

Note that the IPCC nomination portal will automatically reject all incomplete or incorrectly formatted nominations, so please ensure you read the following guidance carefully to avoid delays in processing your nomination. We will be accepting applications until midnight GMT on Sunday 7 December 2025.
- complete the attached nomination form and save as your ‘lastname_firstname_MR_CDR’. Check that you have:
- completed all mandatory fields, as indicated by a *
- selected a minimum of 1 and maximum of 5 chapters you would like to be nominated for
- ensure that you have indicated your field of expertise (minimum of 1 and maximum of 3)
