UN Human Rights Council 55: UK Statement on human rights in Mali

UK Statement for Interactive Dialogue on the Oral Update of the Independent Expert on the Situation of Human Rights in Mali.

Thank you, Mr Vice President.

The United Kingdom is deeply concerned at the deteriorating human rights and security situation in Mali, following the withdrawal of the Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Renewed conflict in the north not only affects Mali but also affects regional stability. We urge the Malian transitional authorities to recommit to an inclusive peace process.

Credible reports of summary executions, arbitrary detention, torture, and conflict-related sexual violence persist, including by the Malian armed forces and Russian proxies present in Mali.

We therefore call on the authorities to urgently investigate all allegations of violations and abuses and ensure full compliance with international humanitarian law and international human rights law. Ending impunity is the only way to promote peace and security.

Mr Vice-President,

The Independent Expert’s mandate has never been more crucial. We urge the Malian transitional authorities to strengthen their cooperation with the Expert, including through facilitating visits and taking further steps to implement the recommendations made in their annual report.

Mr Tine,

Thank you for your report and your service to this mandate. In light of the deteriorating human rights situation in Mali and the departure of MINUSMA, what concrete steps do you believe the UN and the Malian transitional authorities must now take to promote better cooperation on human rights?

Thank you.
