UK supports 10th ASEAN–OECD GRPN Meeting, celebrating a decade of regulatory reform

ASEAN and OECD countries marked 10 years of the GRPN in KL, celebrating regulatory reform progress with the support of the UK Government.

Governments from across Southeast Asia and OECD member countries are gathering in Kuala Lumpur this week to celebrate ten years of the ASEAN–OECD Good Regulatory Practices Network (GRPN) — a decade-long partnership helping countries design better, fairer, and more transparent regulations that improve everyday life.

Hosted by Ministry of Investment, Trade and Industry (MITI) and Malaysia Productivity Corporation (MPC) co-organised with the Organisation for Economic Co-Operation and Development (OECD) and supported by the United Kingdom under the UK-ASEAN Economic Integration Programme (EIP)—one of five flagship programmes of the UK Mission to ASEAN—the 10th ASEAN-OECD GRPN Meeting brings together senior officials, experts, and policymakers to reflect on the progress of regulatory reform across the region and to chart a path for the next decade.

Since its first meeting in 2015, the GRPN has become an important platform for countries to exchange experiences and strengthen the systems that make regulation more effective. The Network has helped governments apply evidence-based policymaking, enhance public consultation, and ensure regulations deliver real benefits for citizens and businesses.

This year’s meeting, themed “From Policy to Impact: Ten Years of the ASEAN-OECD Good Regulatory Practice Network”, reviews achievements to date and explores how good regulatory practices (GRP) can continue to support inclusive and sustainable growth across ASEAN and OECD countries.

The conference spans two days of plenary sessions, followed by a day of technical workshops focusing on practical applications of GRPs, including regulatory delivery, compliance, and innovation in policymaking.

Daniel Trnka, Deputy Head, Regulatory Policy Division, OECD said:

Good regulation means better governance and better lives. Over the past decade, the ASEAN–OECD GRPN has shown how international cooperation can help countries design rules that work — ones that protect citizens, enable innovation, and build trust in government.

Graham Russell, Chief Executive, UK Office for Product Safety and Standards (OPSS) said:

The UK is proud to support ASEAN’s journey in strengthening good regulatory practices through the UK–ASEAN Economic Integration Programme. Strong regulation underpins consumer protection, product safety, and fair markets — all vital to public trust and sustainable growth.

Datuk Zahid Ismail, Director General, Malaysia Productivity Corporation (MPC) said:

Hosting the 10th GRPN Meeting is an honour for Malaysia. It marks how far ASEAN and OECD have come in advancing good regulatory practices that improve governance, productivity and competitiveness. We look forward to building on this momentum for the next decade.

Discussions during the 10th GRPN Meeting focus on how governments can build fit-for-purpose regulatory systems that keep pace with technological change and public expectations. Topics include using data and evidence to design smarter rules, risk-based enforcement, improving post-implementation reviews, and engaging stakeholders to ensure policy reflects real needs.

The meeting also showcases ongoing cooperation between ASEAN, OECD, and development partners including the UK Mission to ASEAN and the UK Office for Product Safety and Standards (OPSS) in supporting transparent, effective, and inclusive governance across the region.
