The MOU sets out at a high level our shared commitment to work together wherever possible to deliver a workable system of regulation across England and Wales.

Amanda Spielman, Ofqual Chair, comments:

As regulators, it’s important we recognise the differences between our policies and work in a way that meets our own different legislative requirements. However we should also recognise the on-going benefits of working together, and that is what this MOU sets out.

One key aim of the MOU is to ensure we manage the regulatory burden for the organisations we both regulate. By working collaboratively we can avoid unnecessary duplication, while ensuring our distinctive roles are made clear.

Qualifications Wales Chair, Ann Evans, said:

This is an important step in the development of the qualification regulatory systems in Wales and England. It will enable both regulators to fully meet the needs of their respective countries while providing a clear pathway to how we can co-operate when necessary.

The MOU was signed by Ofqual Chair Amanda Spielman, former Ofqual Chief Regulator Glenys Stacey, Qualifications Wales Chair Ann Evans and Qualifications Wales Chief Executive Philip Blaker.
