Malcolm has been operating as interim CEO since Sally Collier left in May 2016. He has substantial procurement experience and an extensive board-level business career. He is formerly chief procurement officer at Interbrew/InBev and Nestlé SA.

CCS is an Executive Agency and Trading Fund of the Cabinet Office responsible for government procurement of common goods and services.

Malcolm has been pushing forward CCS’s priorities since his interim appointment. These include helping deliver commercial benefits to government departments and the wider public sector and delivering ministerial policy objectives, including increasing the proportion of government spend going to SMEs to one third by 2020.

Malcolm is overseeing strategic programmes to transform CCS’s operating model. He brings commercial focus and will work to make CCS deals easier to access for customers across central government and the wider public sector.

Malcolm said: “I am delighted to be appointed chief executive of CCS. It is a key time for CCS, our employees and customers. I am so pleased to have the opportunity to lead a great group of people through the significant process of transformation that is underway.”

John Manzoni, Chief Executive of the Civil Service and Permanent Secretary for the Cabinet Office, said: “Malcolm Harrison has been key in transforming the way CCS operates; cutting waste and saving taxpayers’ money. I am pleased he will continue to lead the transformation of government procurement and provide continuity and stability for CCS.”

Tony van Kralingen, CCS Chair, said: “Malcolm’s substantive appointment will further strengthen CCS’s senior leadership team and support CCS to deliver even greater savings for the taxpayer.”
