Our consultation response sets out the main issues raised by those who responded to the consultation and any changes that we have made to the mandate as a result.

This year’s consultation attracted a similar number of responses from organisations to previous mandate consultations but the public response was significantly higher than in the past.

We have made a number of significant changes to the mandate as a result, and we have set out how we have changed the final version of the mandate to reflect the feedback received.

Where we do not believe that change is necessary, or where NHS England is not the right body to take on a particular task, we have explained why this is the case. We have listened to concerns that the mandate was pitched at too high a level, and we have provided an annex that sets out in more detail what we expect NHS England to do in order to deliver the mandate successfully.

Consultation description

The mandate to NHS England sets the government’s objectives for NHS England, as well as its budget. In doing so, the mandate sets direction for the NHS, and helps ensure the NHS is accountable to Parliament and the public.

In accordance with the Health and Social Care Act 2012, the Secretary of State must publish a mandate each year, to ensure that NHS England’s objectives remain up to date.

A new mandate to NHS England is due to be published following the completion of the Spending Review, to take effect from April 2016. This consultation document sets out how the government proposes to set the mandate to NHS England for this Parliament. The final mandate will be subject to the outcome of the government’s Spending Review.
