What Ofqual proposed
We proposed to amend our assessment requirements within the qualification level Conditions for Technical Qualifications within T Levels, to permit students to retake individual Core Exam papers rather than having to retake both (where there is more than one).
This change was to align with changes determined by Ministers to enhance the deliverability of T Levels. We sought views on any impacts of this change, and the timing of its implementation.
Consultation feedback
Respondents were supportive overall of this proposal, with comments mainly relating to the implementation rather than the approach itself.
Respondents noted the positive impacts of the proposed change, citing the increased flexibility and manageability for providers and possible reduction in the burden on students who would no longer have to retake both papers. It was also noted that the approach may support learners with special educational needs and disabilities (SEND) or social, emotional or mental health (SEMH) needs, or those experiencing disruption to their studies.
There were some concerns about the impact on the reliability and comparability of assessments and maintenance of standards.
Respondents noted potential challenges where students combine results from individual papers taken in different series.
Awarding organisations commented on potential administrative burden and complexity, as revised aggregation approaches, system changes, staff training and communications with centres would be needed to support the proposed changes.
Respondents noted that the additional flexibility may lead to changes in centre behaviour, with students entered for both papers initially to open up opportunities to retake one or both papers individually. There was a risk that such approaches could reduce the overall coherence of the core assessment if centres and students focus on taking assessments individually.
In terms of the implementation of the arrangements, respondents said that sufficient time would be needed for awarding organisations to update systems and implement the approach, and centres would need time to transition to the new approach. It would also be important to consider which learners the changes apply to, to ensure students already on courses are not disadvantaged.
Some respondents suggested that changes should apply to all Technical Qualifications from the same date, while others preferred a phased approach, with changes made as specifications are updated.
Decision (questions 46, 47)
We have decided to implement this proposal as consulted on. Given DfE’s intention to allow individual Core Exam papers to be retaken, the changes proposed to our regulatory framework are necessary.
We note the concerns raised about implementing this approach, including the need to allow time for awarding organisations to make system changes and for centres to implement the approach.
At the same time, we think it is important to ensure that the changes are made promptly, so that students can benefit from the new arrangements.
We will work with DfE and awarding organisations delivering Technical Qualifications within T Levels to agree a date for implementation of these proposals.
