Ofqual’s consultation Regulating post-16 vocational and technical qualifications at levels 2 and 3 consisted of 57 questions, many of which had several parts and asked a mixture of qualitative and quantitative questions.

Respondents could answer as many or as few questions as they wished, in any order they wished.

The consultation was divided into 6 parts:

  • Part 1: Overall proposed regulatory approach
  • Part 2: Proposed approach to regulating V Levels, with an annex outlining draft Conditions, requirements and guidance
  • Part 3: Proposed approach to regulating Foundation Certificates and Occupational Certificates, with annexes outlining draft Conditions, requirements and guidance
  • Part 4: Proposed approach to the use of on-screen assessment in V Levels, Foundation Certificates and Occupational Certificates
  • Part 5: Proposed changes that would allow T Level students retaking the Technical Qualification Core Exam sub-component to retake one paper only, rather than requiring them to take both, with an annex outlining draft revised assessment requirements
  • Part 6: Assessment of the equality  and regulatory impacts of these proposals

Respondents to this consultation were self-selecting, so those who chose to reply cannot be considered to be representative of any group.

Efforts were made to engage as many interested parties as possible by holding several awarding organisation and stakeholder webinar events, using social media, and posting information on the Ofqual website.

Who responded

Ofqual’s consultation Regulating post-16 VTQs at level 2 and level 3 was open between 23 April 2026 and 2 July 2026.

We received 82 responses.

All responses have been considered in this analysis. Not all respondents chose to answer all questions.

There were 64 official responses from:

  • 24 awarding organisations
  • 19 schools or colleges
  • 11 other representative bodies
  • 6 other
  • 2 employers
  • 1 academy chain
  • 1 private training provider

Ofqual also received 18 personal responses from:

  • 10 teachers or lecturers
  • 3 awarding organisation employees
  • 2 students
  • 1 other
  • 1 member of a senior leadership team
  • 1 unknown

All of the respondents with the exception of one were based in England. The remaining respondent was based in Wales.
