Consultation description

We are consulting on proposals to reform the fees charged by the Office for Students (OfS) to higher education (HE) providers in England.

This consultation document explains the explorative proposals and asks for comments from anyone with an interest in HE and regulatory policy.

These proposals aim to improve the proportionality and transparency of fees to support OfS in fulfilling its statutory duties, while recognising the impact on a diverse sector.

We would like to hear from anyone who has an interest in the reforms, including:

  • HE providers registered with OfS
  • HE providers not registered with OfS, but with an interest in seeking registration
  • HE mission and interest groups

The proposals may also be of interest to:

  • sector and regulatory bodies
  • student and advocacy groups
  • think tanks and policy institutes focused on education
  • members of the public with an interest in HE or regulatory funding models

This consultation is designed to be open and formative. Responses will inform policy decisions and help to shape any changes to OfS’s fee structure. We welcome considered feedback on the specific proposals outlined within the consultation document and we encourage respondents to share their perspectives.
