This consultation ran for 14 weeks from 23 June to 29 September 2025 and received 109 valid responses from stakeholders.

The consultation sought views on a framework to deliver the guidance, tools, and levers to help producers measure, report and verify embodied emissions and help buyers identify and compare lower carbon industrial products, with an initial focus on the steel, cement, and concrete sectors. 

The government response to this consultation sets out decisions and next steps for developing a policy framework to grow the market for low carbon industrial products.

We will continue to engage with a broad range of stakeholders, including industry, academia, think tanks and other interested parties, as we develop the proposed guidance for buyers and producers.

We have extended the consultation closing date to 29 September 2025 (from 15 September).

The government is consulting on a framework to deliver the guidance, tools, and levers to help buyers identify and compare lower carbon industrial products, with an initial focus on the steel, cement, and concrete sectors. 

These policies will enable buyers (including public bodies who have substantial purchasing power) to make informed choices through better information on the carbon content of industrial goods. An increased demand signal should drive the growth and mobilisation of ‘green’ investment and ultimately lead to reduced greenhouse gas emissions.
