Evaluation of the UK ETS 2023 – 2026

The UK ETS Authority is undertaking an evaluation to understand:

  • the effectiveness of the scheme’s implementation
  • the early outcomes of the scheme
  • its longer-term impacts

As part of our commitment to using robust evidence to support the development and implementation of policies, and in keeping with best practice, the evaluation is a 2-phase process.

We commissioned CAG Consultants to undertake the evaluation in partnership with GC Insight (previously named Winning Moves), University College London and Cambridge Econometrics.

The first phase of the evaluation, covering processes, outcomes and early impacts, was completed in December 2023.

The second phase began in 2025, with a second survey to collect further evidence launched in June 2025. UK ETS participants may be contacted by researchers as part of the study.


2023 Review of the UK Emissions Trading Scheme

This report of the UK ETS Authority reviews the UK ETS in its first years of operation, and fulfils the legislative requirement set out in Article 17 of the Greenhouse Gas Emissions Trading Scheme Order 2020:

  • lists of the holders of the different types of accounts (installations, aircraft operators, and traders) currently held in the Registry.

UK ETS regulator reports (discontinued)

The UK ETS regulator report was the UK ETS equivalent of the EU ETS Article 21 Questionnaire. It was an analysis of:

  • the allocation of allowances
  • the operation of registries
  • the application of the monitoring and reporting guidelines
  • verification
  • issues relating to compliance
