The cross-government transformation programme

Guidance, tools, and research for people working on transformation projects in government.

The cross-government transformation programme supports and improves the delivery of transformation across government. Its work is directed by the Transformation Peer Group - a group of Director Generals from across government. This group is jointly chaired by the Infrastructure and Projects Authority and the Government Digital Service.

Transformation projects form the largest category of projects on the Government Major Projects Portfolio that government delivers. These projects:

  • transform services for citizens or businesses
  • make government more efficient
  • implement new policies over the long term

What we do

Through analysing a portfolio of transformation projects, the cross-government team provides:

  • insight and research into trends across government (such as the importance of people and culture)
  • guidance, tools, and frameworks to directly support projects
  • improvements to the ‘enabling environment’ in which transformation takes place
