Social Housing Quality and Residents: programme evaluation
Publications relating to the evaluation of the Social Housing Quality and Residents programme.
The Ministry of Housing, Communities and Local Government has commissioned Verian Group to conduct a process, impact and value for money evaluation of the department’s Social Housing Quality and Residents programme.
The evaluation will examine the extent to which the programme has met the following objectives:
- reduce non-decency and improve the physical quality of social homes
- improve the quality of services to social housing residents
- give social housing residents a stronger voice
The evaluation will review key reforms, including:
- the strengthened powers for the Regulator of Social Housing and Housing Ombudsman
- Awaab’s Law
- the Competence and Conduct Standard
- the Decent Homes Standard
- the Minimum Energy Efficiency Standards
- measures to strengthen tenant voice
The evaluation will run until the end of 2029, with the department publishing interim findings on this page each year as they become available. The Regulator of Social Housing is also carrying out a separate evaluation, specifically focused on how it has implemented the new consumer regulation regime and the impact this is having.
External Advisory Group
The Social Housing Quality and Residents evaluation External Advisory Group brings together independent experts with experience and knowledge of the social housing sector to provide advice, challenge and scrutiny of the evaluation.
The group helps ensure the evaluation is robust, credible and relevant, reviews emerging findings and key reports, and supports learning as regulatory reforms to improve decency, safety and thermal comfort are implemented.
Its role is to strengthen the quality of the evidence used to understand whether reforms are positively contributing to better social homes, services and outcomes for social housing residents.
