Transitional National Plan (TNP) and National Emission Reduction Plan (NERP)

Guidance and forms on the TNP and NERP trading schemes for regulatory authority staff and operators of large combustion plants.

TNP replaced NERP and forms part of the Industrial Emissions Directive (2010/75/EU) (IED). The NERP formed part of the Large Combustion Plants Directive (2001/80/EC) (LCPD) that will close on the 31 March 2016.

The replacement directive sets minimum standards for emissions of SO2, NOx and dust to the air from large combustion plants (LCPs) with a thermal rating equal to or greater than 50 MW.

The new scheme will allow existing LCPs (first permitted by the regulator before 27 November 2002) to trade their annual allowances for sulphur dioxide (SO2), nitrogen oxides (NOx) and dust (particulates) with other LCPs within the TNP.
