Regulation of apprenticeship assessments

Ofqual is the qualifications, examinations and assessments regulator in England. We maintain standards and confidence in qualifications and assessments, including apprenticeship assessments.

We set the rules that awarding organisations (sometimes known as assessment organisations) must follow. For apprenticeship assessments, this includes the General Conditions of Recognition and the Apprenticeship Assessment Qualification Level Conditions.

Changes to apprenticeship assessment

In February 2025, the Department for Education (DfE) published its Apprenticeship Assessment Principles setting out a range of changes to the way in which apprenticeships are assessed. Responsibility for the overall apprenticeship programme now sits with the Department of Work and Pensions (DWP).

The reforms replaced end-point assessment with a new assessment model, now called apprenticeship assessment. Skills England is revising occupational standards and assessment plans to implement these changes.

During this period, the EPA version of the apprenticeship will remain available until the new apprenticeship assessment version is formally released for starts. Awarding organisations continue to be required to comply with the End-Point Assessment Qualification Level Conditions for any EPAs they offer.
