The 2015 to 2018 Affordable Homes Programme aims to increase the supply of new affordable homes in England by March 2018.
Continuous market engagement
Bidding for the 2015 to 2018 Affordable Homes Programme closed on 25 November 2015. However, in order to maintain a pipeline of delivery in the lead up to the launch of the new 2016 to 2021 Affordable Homes Programme, a process of continuous market engagement (CME) has continued to operate for shared ownership bids only.
With the launch of the new 2016 to 2021 Shared Ownership & Affordable Homes Programme anticipated in April 2016, the current CME process will close at noon on Thursday, 31 March 2016. Information about the requirements for the new programme will be set out with the publication of the prospectus for the programme, along with timescales for bidding through our Investment Management System.
For providers who have an existing AHP 15-18 delivery contract with the HCA, it will be possible to continue to put forward proposals for nil grant Affordable Rent schemes through IMS over this period. Further details on how to access IMS in this regard will be available in due course, following the opening of IMS in early the new financial year 2016/17.

All providers that are awarded an allocation will be expected to enter into a standard form of contract (for their specific provider type) known as the affordable homes contract.
Organisations delivering programmes through the Affordable Homes Programme 2015 to 2018 must be qualified as HCA investment partners.
