Delivery Partner Panel 2

The Delivery Partner Panel 2 (DPP2) is a framework panel of prequalified housing developers used to speed the construction of homes on land owned by the HCA and other public sector bodies.

The procurement of Delivery Partner Panel 3 (DPP3) is now underway. The Contract Notice is advertised on Tenders Electronic Daily (TED). Download all of the Tender and associated documents.

Any questions must be submitted to dpp3@hca.gsi.gov.uk and will not be answered by any other route. The tender return date is Wednesday 25 January 2017.

The panel can be used to procure a developer for a Range of services (PDF, 25 KB, 1 page) related to housing led development from obtaining planning permission, through design and construction, to marketing and sales. Quality standards can be set to meet the needs of each individual project.

DPP2 allows for early engagement with the private sector in the process of developing a site. Panel members can provide soft market testing and advice to ensure that development opportunities offered to the panel are fully thought through, viable and well resolved.

Geographical lots

DPP2 is divided into 4 geographical lots:

  • northern lot
  • midlands lot
  • south east lot (excluding London)
  • south west lot

The Greater London Authority has procured a similar, but separate panel that will cover London.

Who can use the panel?

The panel is open to public sector bodies who own land being disposed of for housing.

Potential users (PDF, 33.6 KB, 2 pages) need to sign up to a Access agreement (PDF, 84.5 KB, 3 pages) before being provided with full access to panel information and the e-tendering system. Our DPP2 management team are available to answer queries and provide support to users of the panel.

Procurement process

DPP2 was procured through a fully compliant two stage Official Journal of the European Union (OJEU) process and can be used to procure development via mini competition, as opposed to a full OJEU tender, making that procurement much quicker.

To obtain a place on DPP2, companies needed to demonstrate a strong record of delivering housing on public sector land and that they were actively doing so in the areas for which they applied.

The OJEU tender notice 2012/S 564-103639 which launched procurement of DPP and the Memorandum of Information (PDF, 1.08 MB, 26 pages) and Pre-Qualification Questionnaire (PDF, 972 KB, 32 pages) are available for reference.

Prequalified companies were invited to tender. The Invitation to tender (PDF, 484 KB, 44 pages) and Tender Response proforma (PDF, 253 KB, 18 pages) are also available. DPP2 started on 1 April 2013 and runs until 31 March 2017. Projects procured through the panel can run on for up to 10 years beyond the end of the panel.

Framework contract

All panel members sign up to a Framework contract (PDF, 1.57 MB, 65 pages) with HCA, this framework contract also covers use of the panel by other public sector bodies.
