Referral of the proposed Scottish Zero Emission Truck Fund Scheme by Transport Scotland
The Subsidy Advice Unit (SAU) has accepted a request for a report providing advice to Transport Scotland concerning its proposed Scottish Zero Emission Truck Fund Scheme (the Scheme).

Request from Transport Scotland
24 August 2026: The SAU has accepted a request for a report from Transport Scotland concerning the Scottish Zero Emission Truck Fund Scheme. This request relates to a Scheme of Particular Interest.
The SAU will prepare a report, which will provide an evaluation of Transport Scotland’s assessment of whether the Scheme complies with the subsidy control requirements (Assessment of Compliance). The SAU will complete its report within 30 working days.
Information about the scheme provided by Transport Scotland
Transport Scotland proposes to create a new subsidy scheme, the Scottish Zero Emission Truck (ScotZET) Fund. The ScotZET Fund is designed to develop the collaboration, evidence and momentum required for mass transition to zero emission Heavy Goods Vehicles (HGVs). This fund is designed in particular to help SMEs, who dominate Scotland’s haulage sector, prepare for the move to zero emission transport while supporting workforce development and long-term economic growth. The overall size of the ScotZet Fund will be up to £240 million.
Funding is only available to consortia. Consortia can be made up of financiers, hauliers, energy companies including charge point operators, manufacturers and relevant others but at a minimum must comprise one organisation providing private finance and 4 HGV operators. An HGV operator can only be a member of one consortium, and must operate services to, from or within Scotland, and the proposed vehicles and infrastructure must be based in Scotland for the duration of the project.
Funding will be via competition and awarded for a 3 year period between 2027 to 2028 and 2029 to 2030. There is no fixed cap on the total amount of funding that may be awarded to an individual consortium. Applications for funding must include both the deployment of zero emission HGVs and the supporting energy infrastructure required for their operation. Successful applicants will also be required to align project expenditure to Transport Scotland’s funding profile.
Other public funding must be declared and may not fund the same assets as the ScotZET Fund. Applicants are encouraged to maximise the impact of public funding by leveraging private sector capital, working collaboratively and exploring sustainable commercial and operating models through their consortia.

The SAU may use the information you provide in its published report. Therefore, you should indicate in your submission whether any specified parts of it are commercially confidential. If the SAU wishes to refer in its published report to material identified as confidential, it will contact you in advance.
