Judicial Summary

The Appellant successfully applied for a public service vehicle licence subject to him giving an undertaking that he would arrange an audit of his maintenance and systems within nine months. He gave the undertaking and then appealed upon the basis that the undertaking was unnecessary and was requested after the conclusion of the public inquiry and had been forced upon him. He criticised the way in which the hearing had been conducted; the restrictions imposed upon him to make irrelevant allegations and criticisms of the local council which had granted him a private hire vehicle licence. The appeal was totally without merit and was dismissed.
