Tax and public finance management portfolio review in Rwanda: call for proposals

The Foreign, Commonwealth and Development Office (FCDO) is requesting proposals by 10 October 2025 to assess the tangible results of 10 years of UK support for tax and public financial management (PFM) reform in Rwanda.

Overview:

This evaluation will assess the UK’s contributions to tax and public financial management (PFM) reforms in Rwanda over the past 10 years.

It will focus on identifying lessons to inform future UK interventions in Rwanda and globally. The evaluation will emphasise what has worked, why, and in what context.

It will analyse the comparative effectiveness of different models of support, including:

  • technical assistance
  • peer-to-peer support
  • financial aid

The evaluation will focus on how specific interventions have contributed to observable improvements in:

  • tax policy
  • tax administration
  • audit quality
  • public financial management capacity
  • service delivery within the public finance system

The evaluation will also explore whether these reforms have been sustained, replicated or institutionalised in ways that suggest lasting benefits beyond the direct footprint of UK support.

What the fund will achieve

The main objective of this evaluation is to assess the role and contribution of the UK Government to improving tax and public financial management (PFM) in Rwanda.

It will focus on how well the UK Government has designed tax and PFM programmes, how effectively they have been implemented, and what results have been achieved.

Requirements for organisations wishing to apply

This opportunity is open to organisations in all ODA-eligible countries.

Required expertise and roles

  • expertise in public financial management and tax reform, with experience in international development and public sector reform evaluations
  • skills in mixed-method evaluations, including qualitative interviews and quantitative analysis
  • familiarity with Rwanda’s political and economic context

Team roles

  • team leader – responsible for overall project delivery and stakeholder engagement. Must have experience using contribution analysis to identify credible and robust lessons for designing future PFM interventions
  • data analyst – responsible for handling quantitative data related to tax and PFM outcomes
  • PFM/tax expert – provides insights into public finance and tax structures and reforms
  • local researcher – must have knowledge of Rwanda’s tax policies
