Syria Social Cohesion Programme: Integrated Security Fund
The UK Office for Syria is inviting Syrian not-for-profit and civil society organisations to submit proposals for a social cohesion programme by 11 September 2026 for up to £2 million in accountable grant.
Overview of fund
The programme aims to support long-term peace and stability in Syria. By engaging with local actors and building on local knowledge and social pillars it will support and enhance community cohesion and reduce community tensions across conflict lines.
What the fund will achieve
The UK government is inviting organisations to submit proposals for projects that address challenges around social cohesion by working with local people and organisations and building on local knowledge. Projects must apply a gender and conflict-sensitive approach to delivery.
We are looking for innovative and catalytic ideas to tackle the challenges faced by Syrian communities. Interventions must be informed and designed by Syrian experiences and Syrian voices and demonstrate a conflict sensitive approach. They can be standalone projects or those that supplement already established work. Syrian-led organisations are encouraged to apply.

Requirements for organisation wishing to apply
- status of registration in Syria, and evidence of legal compliance
- local Syrian NGO or civil society organisation
- strong operational experience of working in Syria in different governorates
- experience of working and successful delivery on social cohesion, peacebuilding, transitional justice, gender equality
How to apply
Applicants for the grant should fill in a project proposal form in English and include a breakdown of project costs in the activity based dudget template.
Proposals should be emailed to ISF Syria at: isfsyria@fcdo.gov.uk indicating ‘ISF Syria Call for Proposals 2026 - [name of the lead organisation]’ in the subject field by 11.59pm (Beirut time) on 11 September 2026.
Proposals submitted in other formats will not be considered.
Key documents
The proposals should also include:
- logical framework (logframe)
- theory of change (narrative and in a diagram form)
- 1 page summary (using 12 point font) of the proposed intervention, activities and main results
- list of downstream partners in the consortium, indicating the lead partner and an overview of the proposed governance model (where applicable)
- locations of activities and evidence for selection (assessments, etc)
- delivery approach
- implementation methodology
- activities
- prioritisation of outputs
- expected results
- identification of risks and proposed mitigation
- monitoring, evaluation, and learning (MEL) approach
- the proposal document must not exceed 25 pages and should be prepared using 12 point font
Organisations submitting applications should be registered and demonstrate their compliance to operating in Syria including relevant government approvals/ renewals where applicable (in case of a consortium: proof should be clear for the lead organisations and all downstream partners/ consortium members).
Bidding is competitive and only selected project(s) will receive funding subject to passing a comprehensive due diligence assessment. As part of the due diligence process, the UK Office for Syria reserves the right to seek references from other partners on potential grantees.
The UK Office for Syria reserves the right not to award a grant to applicants who do not meet the required due diligence standards.
The UK Office for Syria may award funding to one or more organisations. It also reserves the right to cancel the grant competition at any time without incurring any costs.
