Sudan Stability Programme (SSP): call for expressions of interest
The Foreign, Commonwealth and Development Office (FCDO) is seeking expressions of interest for a £25 million Sudan Stability Programme partnership supporting civilian dialogue, local governance and conflict management in Sudan.
The Sudan Stability Programme (SSP) is a £39 million, 5-year programme (2026 to 2031) that aims to help bring an end to hostilities in Sudan.
The programme was designed to:
- lay the foundations for an inclusive political process
- protect civilians from the worst impacts of violence
This call for proposals relates to delivery of outcomes 2 and 3 of the programme, with an indicative value of up to £25 million, subject to future spending review, outcomes, approvals, satisfactory performance and formal agreement.
The deadline for expressions of interest is 16 October 2026 (Eastern Africa Time).
What the fund will achieve
The SSP is intended to:
- facilitate inter-Sudanese dialogue
- ensure representation of grassroots and marginalised voices
- strengthen local governance and conflict resolution mechanisms
- promote social cohesion and protection of civilians, particularly women and girls
- support local Sudanese organisations on the ground
Requirements for organisations wishing to apply
Eligible lead applicants include:
- international and non-governmental organisations
- Sudanese national and local civil society organisations
- United Nations agencies
- other not-for-profit organisations
- academic institutions and think tanks with not-for-profit status
- mixed consortia led by an eligible not-for-profit organisation
For-profit organisations are not eligible to lead but may participate as downstream partners.
Applicants may apply as a single organisation or consortium and do not need to be based in the UK or Sudan. They must demonstrate credible arrangements to deliver and manage risk in Sudan, contribute to both outcomes 2 and 3, and meet the mandatory eligibility requirements in the expression of interest documents.
How to apply
Applicants must submit:
- a single completed expression of interest using the official template
- a separate high-level budget in UK pounds sterling
The expression of interest should be a maximum length of 3,000 words, excluding basic organisational information and the separate budget template.
