Modern Slavery Fund Viet Nam Programme 2026 to 2029: call for proposals

The UK government invites proposals by 24 August 2026 to reduce vulnerability to human trafficking among Vietnamese nationals through strengthened prevention, protection and criminal justice systems.

The Home Office Modern Slavery Fund Viet Nam Programme will run from 2026 to 31 March 2029 to strengthen responses to labour, criminal and sexual exploitation affecting Vietnamese nationals.

Grants are available across 4 pillars: Prevention, Protection, and System Strengthening in Viet Nam plus a complementary pillar improving identification and referral of Vietnamese nationals in the United Kingdom.

The total indicative programme value is around £2.97 million. Proposals must be submitted for each stream – Viet Nam or UK – by Monday 24 August 2026.

What the fund will achieve

The programme invests primarily in Viet Nam’s institutions, communities and civil society to build lasting capacity against trafficking and exploitation. It aims to achieve 3 outcomes by 31 March 2029:

  1. Prevention: people at risk of labour, s.exual and criminal exploitation in Viet Nam are better able to recognise trafficking risks, make informed and safer migration decisions, and access safer livelihood opportunities

  2. Identification and protection: victims in Albania and the United Kingdom are identified earlier and access sustainable reintegration services, reducing the risk of re-trafficking.

  3. Institutional strengthening: Vietnamese institutions improve their capability, coordination and ownership of the anti-trafficking response and UK agencies have more capability to identify Vietnamese victims of trafficking.

Requirements for organisations wishing to apply

Applicants must be legally registered organisations, such as NGOs, civil society organisations or research institutions, able to manage UK government grant funding transparently, with a safeguarding policy for work with vulnerable adults and children. They must not be subject to UK sanctions or FCDO debarment, and must submit a conflict-of-interest declaration.

For the Viet Nam-facing stream, applicants must apply as a single lead organisation responsible for delivering the programme across the 3 outcome areas. The lead organisation may deliver activities directly or manage a small consortium where additional expertise is required.

The UK-facing stream is open to single organisations experienced in supporting Vietnamese migrant communities in the UK.

How to apply

A separate full proposal and financial proposal must be submitted for each stream, written in English. Each stream is assessed independently against the published criteria.

Proposals should be emailed to modernslaveryfund@homeoffice.gov.uk with the subject line: ‘[Name of organisation] Modern Slavery Fund Viet Nam Programme submission’ by 11:59pm UK time on Monday 24 August 2026 (6 weeks from publication). Late and incomplete submissions will not be considered.

There is a clarification period before the deadline for written questions. Questions should be emailed to modernslaveryfund@homeoffice.gov.uk by 11:59pm UK time on Monday 27 July 2026.
