MENTARI 2, UK-Indonesia low-carbon energy partnership: call for proposals

The FCDO invites renewable energy non‑profits to submit by 19 June 2026 MENTARI 2 proposals for policy reform, investment support, and mainstreaming gender equality, disability and social inclusion.

Overview

MENTARI 2 is a bilateral programme between the United Kingdom and Indonesia that supports Indonesia’s energy transition and the implementation of the UK–Indonesia Strategic Partnership in the energy sector.

The business case was approved in December 2025. The project under this call for proposal which forms a part of MENTARI 2 programme, will run from July 2026 to March 2028. It focuses on policy reform and investment support, with gender equality, disability, and social inclusion (GEDSI) meaningfully mainstreamed across all activities.  

The application deadline is 11:59pm Western Indonesia Time (GMT+7) on 19 June 2026.

What the fund will achieve

The grant will contribute to MENTARI 2 outcomes aligned with the theory of change including:

  • an improved evidence base and analytical input to inform priority energy policy and regulatory discussions led by the Ministry of Energy and Mineral Resources and other relevant Government of Indonesia institutions
  • enhanced readiness and bankability of selected small‑scale renewable energy projects, contributing to a stronger and more inclusive national clean energy project pipeline
  • strengthened integration of gender equality, disability, and social inclusion considerations into relevant policy, planning, and investment‑related processes

Requirements for organisations wishing to apply

Eligible bidders include legally constituted non-profit organisations such as research institutions, universities, foundations, and other entities that meet the requirements to receive an FCDO accountable grant proven by legal document.

Although only not-for-profit organisations are eligible to receive FCDO grant funding directly, they may include for-profit organisations within their downstream delivery chain where this supports effective programme delivery.

In such cases, the lead non-profit organisation must ensure that any engagement of for-profit entities is conducted through a procurement process that is:

  • transparent
  • competitive
  • proportionate
  • consistent with international best practice
  • demonstrates value for money

Direct appointment of for-profit organisations is not permitted unless it can be robustly justified in line with procurement best practice and agreed with FCDO.

Bidders should submit their technical proposal using the invitation form and activity based budget outlined in NPAC template to mentari2@fcdo.gov.uk by 11:59pm Western Indonesia Time (GMT+7) on 19 June 2026.
