Mapping constraints, opportunities and reforms for inclusive job creation in Kenya

The FCDO invites proposals by 16 January 2026 for a comprehensive mapping and foresight study of constraints, opportunities and reforms for inclusive job creation in Kenya.

This study will generate actionable evidence to inform policy and programming under the Growth pillar of the 2025 to 2030 Kenya-UK Strategic Partnership and the Kenya Country Business Plan.

It will strengthen the UK’s role as a trusted partner by providing the Government of Kenya with insights to guide reforms in labour market regulation, skills development and private sector job creation.

The research also supports FCDO’s priorities on economic growth and science and technology by building the evidence base for high-impact interventions in skills, green industrialisation, and business environment reforms.

What the fund will achieve

This research will generate actionable evidence to inform policy and programming under the Growth pillar of the 2025 to 2030 Kenya-UK Strategic Partnership and the Kenya Country Business Plan. It will strengthen the UK’s role as a trusted partner by guiding reforms in labour market regulation, skills development and private sector job creation.

It will build the evidence base for high-impact interventions in skills, green industrialisation, and business environment reforms, supporting FCDO priorities on economic growth and science and technology.

The research will diagnose labour market dynamics, mapping skills alignment, assessing institutional effectiveness, and identifying sector-specific opportunities. It will deliver practical strategies to boost formal employment and inclusion across high-growth sectors, benefitting the Government of Kenya, FCDO, development partners and private sector stakeholders.

Requirements for organisations wishing to apply

Organisations intending to apply must present a robust and integrated approach that includes:

  • a comprehensive diagnosis of labour market dynamics and frictions, covering structural features, informality, wage and productivity trends, and institutional constraints
  • an analysis of skills demand and supply alignment through sectoral foresight and employer-education interface assessments, with emphasis on ICT, manufacturing, agro-processing and the digital economy
  • an evaluation of policy and institutional effectiveness, accompanied by at least 5 priority reform recommendations spanning regulatory, fiscal, skills, and incentive measures, with clear implementation considerations
  • identification of sector-specific opportunities and barriers, supported by actionable strategies for at least 3 high-growth sectors to accelerate formal job creation and promote inclusion
